Preheat oven to 425°F (220°C).
Roll out pizza dough on a floured surface and transfer to a greased baking sheet.
Brush with olive oil and sprinkle garlic powder. Pre-bake for 5-7 minutes until slightly firm.
In a skillet, brown ground beef over medium heat. Drain excess fat.
Add taco seasoning and water, simmer for 3-4 minutes until thickened.
Spread refried beans over the pre-baked crust.
Layer taco meat, then sprinkle cheese evenly.
Bake for 10-12 minutes until cheese melts and crust is golden.
Remove from oven and top with lettuce, tomatoes, olives, sour cream, salsa, cilantro, and jalapeños.
Slice and serve immediately while warm.
